BELTRAMI COUNTY - Speed Limit Study


PRESS RELEASE- SPEED LIMIT STUDY- BELTRAMI COUNTY  April 29, 2011

Speed Limit Signs Removed on Three Beltrami County Roads in Certain Areas –
from the Office of Bruce Hasbargen, Beltrami County Engineer

The speed limit signs on Irvine Ave NW (Co Rd 15) in the Buena Vista area, Birchmont Beach Rd NE (Co Rd 20) from Bemidji Rd to the Bemidji State Park (these will be reposted on May 6, 2011) and Lavinia Rd NE (Co Rd 19) from the Power Dam RD NE (Co Rd 12) to Lavinia proper have been temporarily removed in conjunction with a study that MnDOT is conducting to determine appropriate speed limits for these areas.  The studies were requested by the County to establish the safe and proper speed limits on these routes.  Removal of the signs allows drivers to travel at speeds they feel naturally comfortable and safe.  However, per the Minnesota speed limit law, no person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions.   The statute limits top speed to 55 mph unless posted otherwise or conditions dictate a slower speed.

To determine the proper speed limit MnDOT conducts an engineering and traffic investigation.  The most important part of the traffic investigation is the speed study.  When choosing a speed, drivers take many roadway environment factors into consideration. Therefore, the speed that the majority of people consider prudent is an important value. Data is collected by performing radar checks at selected locations on the roadway under ideal driving conditions. A technical analysis is done on the results to determine the 85th percentile. This is the value indicating the speed at which most (85%) drivers are traveling under.  Experience has shown that a posted speed limit near this value is the maximum safe and reasonable speed. Studies have shown that traveling much faster or slower than this value can increase your chance of being in a crash.  Engineering judgment is also an important tool. The traffic investigator will use knowledge of nationally accepted principles combined with experience to assign the safe speed.

SPRING ROAD RESTRICTIONS

The ending date of spring load restrictions in the North-Central and North Frost Zone will be Friday, May 13th, 2011 at 12:01am.  All of Beltrami County is within these frost zones.

Restrictions on various County routes may remain in place until poor road conditions improve.  Posted load limit signs govern.  All unposted gravel surfaced roads are limited to 9 tons per axle.  Unposted bituminous highways are limited to 10 tons per axle.

SIGNS IN RIGHT OF WAYS POSE A DANGER

State law prohibits signs in the rights-of-way of state highways, county roads, township roads and city streets. Please be aware of road right of way when placing signs such as: commercial or business advertisements, realty signs, and event notices.  The Beltrami County Highway Department warns individuals that placing signs in highway rights-of-way is illegal and poses a danger to motorists and highway employees.  The County Highway Department will remove signs on county roads that violate the law.

Construction season is upon us - Scenic Hwy (Co Rd 39)

Notice - From Beltrami County Highway Department

Road construction will begin Monday April 25, 2011, on CSAH 39 (Scenic Highway) from the South Beltrami County Line to the junction of CSAH 20 (Birchmont Beach Rd NE). The Contractor will begin to install centerline culverts near the south end of the project. The Detour will be placed shortly thereafter. Flaggers will control traffic  through this area. Motorists that travel this segment should expect delays.

 The Beltrami County Highway Department urges all motorists to use caution while traveling through this and all work zones.

SUGAR BUSH TOWNSHIP-  Be advised that Turtle River Lake Rd NE (Co Rd 22 east of Hwy 71)-  where the tar ends and gravel begins (which is close to the South Twin Lake access and Hales Rd NE) - has a culvert and washout issue- therefore that remains closed to traffic.  Access should be from the east off of Scenic Hwy or from the west off of Hwy 71. County Highway is working on this and it will be repaired soon.  REMAINS CLOSED
SUMMIT TOWNSHIP- SEGERSTEEN RD NE closed; EAST EDGE OF CITY OF BLACKDUCK, RUNS SOUTH THREE BLOCKS TO A DEAD END.

Discovered during the night by one of our deputies is a washout in:


SUGAR BUSH Twnshp on (Co Rd 22 east of Hwy 71) Turtle River Lake Rd NE near Hales Rd NE-  a mile or so west of North and South Twin Lakes.  County Highway will be working on this today.. use caution.
